شبیه‌سازی قیمت‌گذاری منابع آب آشامیدنی روستایی با پویایی سیستم‏ها مطالعه موردی: اکرم‌آباد یزد

چکیده

برقراری تعادل میان توزیع و تقاضای منابع آب با کمترین هزینه ممکن یکی از اهداف بلندمدت مدیریت راهبردی کشور است. یکی از ابزارهای توسعه پایدار منابع آب مدیریت تقاضای آب است و قیمت‌گذاری پویای منابع آب ابزار بسیار مؤثری برای مدیریت میزان مصرف به جای مدیریت عرضه است. از آنجا که شرایط محیطی متفاوت (اقتصادی، فرهنگی، اجتماعی و سیاسی) گاهی با یکدیگر در تضاد بوده و از پیچیدگی زیادی برخوردار است، مسئله قیمت‌گذاری آب جزو مسائل پیچیده محسوب می‌شود. در این مقاله، قیمت‌گذاری پویای منابع آب آشامیدنی با هدف مدیریت مصرف و تعادل میان عرضه و تقاضا با استفاده از پویایی سیستم شبیه‌سازی و درستی مدل در بررسی موردی (روستای اکرم‌آباد شهرستان یزد) با استفاده از آزمون‌های صحت سنجی ارزیابی شد. طی سناریوهای مختلف در ده سال (1400 تا 1409)، وضعیت آینده منابع آبی و همچنین تعادل میان عرضه و تقاضا بررسی گردید. سناریو برتر استفاده از قیمت‌گذاری پویا به همراه فرهنگ‌سازی و اصلاح زیرساخت‌ها است.

چکیده [English]

One of the long-term goals of strategic management at the country is to balance between water supply and demand at the lowest cost. Water supply and demand management is one of the tools to achieve the efficient allocation of water resources. Dynamic water pricing is a very effective tool for managing demand. Since environmental conditions (economic, cultural, social, and political) are sometimes contradictory and complex, water pricing is a complex issue. In the current issue of dynamic water pricing with the aim of balancing supply and demand in villages by using the dynamics of the simulation system, and using validation tests, simulation accuracy was evaluated in a case study. In different scenarios during the ten years from 2020 to 2029, the future status of water resources and balance between supply and demand were examined. The use of dynamic pricing and revenue from it, culture building and infrastructure reform was the prevailing scenario. According to this scenario, adding additional resources or rationing in the village of Akramabad will not be required until 2029.
