مروری بر مفاهیم و اصول توسعه طرح‏های سازگاری با تغییر اقلیم

چکیده

نظر به افق رو به گسترش تاثیرات تغییر اقلیم بر جوامع، این مقوله بطور فزاینده‌ای مورد توجه قرار گرفته است. بررسی ادبیات این موضوع نشان می‌دهد که در سال‌های اخیر، جهت‌گیری محورهای مطالعاتی این مبحث از صرف "ارزیابی اثرات" به "سازگاری" گرایش قابل توجه داشته است. این تغییر در کشورمان هنوز چندان ملموس نیست و نمونه آن پنجمین کنفرانس تغییر اقلیم سازمان هواشناسی در سال 2016 است که از مجموعۀ مقالات تنها 2% آن بر این محور تمرکز داشتند. جهت کمک و امید به پشتیبانی از این حرکت، مقاله حاضر تلاش دارد تا به لحاظ نظری و ساختاری، ابعادی از بحث سازگاری را تبیین نماید که لازم است در تحقیقات و مطالعات سازگاری مدّ نظر قرار گیرند. در این راستا رویکردها و راهبردهای سازگاری، نحوه برنامه‏ریزی و تدوین اقدامات و مسیر سازگاری، ظرفیت سازگاری و مشارکت ذی‏مدخلان و جاری‏سازی، بخشی از مواردی هستند که در این نوشتار مورد توجه قرار گرفته‌اند. در انتها نیز نکات قابل تأکید در خصوص ارزیابی طرح‌های سازگاری بررسی و ارائه شده‏اند.

Review of Concepts and Principals of Climate Change Adaptation Plans

Increasing impacts of climate change on societies has caused that this issue gets more attentions. Review of the literature shows that the recent attempts are not solely concentrated on “impact assessment”: and “adaptation” is being more considering. This change is not much tangible in our country. For instance, the proceeding of the Fifth Iranian Meteorological Organization on Climate Change reveals that only 2% of the articles were concentrated on the subject of adaptation. This paper attempts to motivate this subject and explain a few related concepts and dimensions, which can be helpful for any research and technical work on climate change adaptation. With regard to this matter, the suggested approaches, strategies, planning, measures, pathways, adaptive capacity, role of stockholders, and mainstreaming are some of the concepts that are presented and explained in this article. At the end section, important points related to evaluation of adaptation plans were assessed and argued.
