تحلیل نهادی ساختار حکمرانی آب در ایران: مطالعه ی حوضه ی زاینده رود

چکیده

در حال حاضر، سازگاری نهادی برای مقابله با کمبود آب به مراتب کندتر از تغییرات رویه‌های مدیریت منابع آب کشور بوده است. به تبع آن، ساختار حکمرانی بخش آب در مواجهه با چالش‌های پیش رو، به صورت نا کارامد عمل نموده است. بدین ترتیب، شکاف نهادی حاکم بر بخش آب منجر به بروز مشکلاتی شده است، که از آن‌ها به عنوان “بحران حکمرانی آب” نام برده می‌شود. در مطالعه‌ی حاضر، با استفاده از چارچوب تحلیل توسعه‌ی نهادی (IDA)، نهاد آب در سه مؤلفه‌ی قوانین، سیاست‌ها و مدیریت سازمانی و اداری بخش آب مورد ارزیابی قرار گرفته است. به علاوه، عملکرد بخش آب در ابعاد فیزیکی، مالی، اقتصادی و عدالت در عملکرد ارزیابی شده است. سپس، لایه‌های عمده‌ی ارتباطات نهاد آب و عملکرد بخش آب به صورت مدل “آثار متقابل نهاد - عملکرد بخش آب” ارائه گردیده است. برآورد معادلات همزمان، با روش سیستمی حداقل مربعات سه مرحله‌ای (3SLS) انجام شده است. نتایج این تحلیل علاوه بر آن‌که آثار متقابل نهاد آب و عملکرد بخش آب را مورد ارزیابی قرار می‌دهد، راهبردی برای اصلاحات نهادی مورد نیاز در ساختار حکمرانی آب فراهم می-نماید. نتایج نشان می‌دهد که در شرایط فعلی در عملکرد نهاد آب، اثربخشی مدیریت سازمانی و اداری بخش آب بیش‌تر از اثربخشی قوانین و سیاست‌های بخش آب می‌باشد. به این معنا که نقش محوری را مدیریت سازه‌ای ایفا می‌کند. همچنین، ارزیابی کلی عملکرد بخش آب نشان می‌دهد، که عملکرد فیزیکی بالاترین میزان تحقق را در مقایسه با سایر مؤلفه‌های مالی، اقتصادی و عدالت دارا می‌باشد.

Institutional adaptability for counting water shortage has been slower than changes in process of water resources management .Consequently, governance structure of the water sector is inefficient in facing with new challenges. Therefore, institutional gap in water sector has lead to many problems known as ‘crisis of governance’. The aim of this study is to assess water institution using “Institutional Development Analysis” (IDA) framework in three levels including laws, policies and administrative of water sector. In addition, the performance of water sector has been evaluated in four dimensions: physical, financial, economical and equity performance. Communication layers of water institution and water sector performance offered in form of ‘institution–performance interactions’ model and the simultaneous equation was estimated by 3SLS method. The results show that “institution-performance interaction” assessment can provide the strategy of institutional reforms in water governance. The performance of water institution is more dependent on “effectiveness of water administration” compared to “water law and policy”, which implies that technocratic management plays a central role in water resources management. The water section performance is more focused in physical aspect.
