بررسی بازارهای محلی آب در استان خراسان شمالی (مطالعه موردی اراضی پایین دست سد بارزو شیروان)

چکیده

مکانیسم بازار برخلاف نقش و سابقه طولانی که در تخصیص منابع و کالاها ایفا کرده در حوزه تخصیص منابع آب مورد کم توجهی سیاست گذاران و برنامه ریزان قرار گرفته است، البته در شرایط کنونی با تشدید کمیابی آب در بیشتر مناطق دنیا بکارگیری این ابزار سیاستی بیش از پیش مورد توجه قرار گرفته است. در همین راستا مطالعه حاضر به بررسی وضعیت موجود مبادله آب در اراضی زیر سد بارزو شیروان از استان خراسان شمالی پرداخته است. نتایج این مطالعه نشان می دهد که در شرایط کنونی مبادلات غیر رسمی و پراکنده آب در بین بهره برداران وجود دارد و بیش از 45 درصد بهره برداران مصاحبه شده اقدام به مبادله آب نموده اند که حدود 70 درصد آنها به عنوان خریدار و 38 درصد به عنوان فروشنده در بازار مشارکت داشته اند. هزینه تأمین آب از سد در بین مناطق مختلف نیز به طور میانگین معادل 472 ریال به ازای هر مترمکعب می باشد. بطور متوسط 56 درصد بهره برداران تمایل به فروش آب در میانگین قیمت 3560 ریال و 48 درصد بهره برداران تمایل به خرید آب در میانگین قیمت 3328 ریال به ازای هر مترمکعب دارند. همچنین در مجموع بیش از 91 درصد بهره برداران منطقه تمایل به ایجاد بازار آب دارند. بر این اساس توصیه می شود جهت استفاده بهینه منابع آب و جلوگیری از شدت بحران آب در منطقه، بازارهای محلی آب مشابه نمونه موفق آن در منطقه مجن شاهرود ایجاد و تقویت گردد.

Unlike the role and long history of the market mechanism in allocating resources and commodities but the role of market mechanism has been less considered by policymakers and planners in the allocation of water resources. But, in the current situation, with the increasing scarcity of water in most parts of the world, the use of this policy has been increasingly taken into consideration. In this regard, this study investigates the current status of water exchange on the downstream of Shirvan Barzoo dam in North Khorasan province. The results of this study show that in the current situation there are unofficial and dispersed water exchanges among the farmers, and more than 45% of the interviewees exchanged water that about 70% of them as buyers and 38% as seller have contributed. The cost of used water from the dam across different areas is also equivalent to 472 Rials per cubic meter. On average, 56% of the farmers tend to sell water at an average price of 3560 Rials and 48% of the farmers tend to buy water at an average price of 3328 Rials per cubic meter. In total, more than 91 percent of the farmers tend to create a local water market. Accordingly, it is recommended that local water markets, similar to its successful example in Mojahedin Shahroud, be established and strengthened to optimally use water resources and prevent the severity of the water crisis in the region.
