Accordingly, a framework for a flood warning system design is proposed in this study. The flood warning reliability assessment model, introduced by other authors, is then completed and presented in detail. The model is applied to the Madarsou river flood warning system in northeastern Iran, which was installed in 2005. In this case, one control cross section, three vulnerable areas, three time intervals of 30, 90 and 180 minutes for forecasting the flood crest height, two forecaster triggering stages (i.e. 2.5m and 2.7m) and three warning thresholds (i.e. 3m, 3.5m and 4m) are considered. Regardless of the warning thresholds, the longest potential lead-time is obtained for the 30 minute forecasting intervals. The potential lead-time decreases by increasing the system reliability, for higher trigger stages. The trade-off discussion between potential lead-time and system reliability helps decision makers to find out the optimum operational point based on the accepted risk. The analysis results for 30 minutes forecasting intervals in Madarsou showed that by increasing the lead time up to 9.28 hours, the number of missed flood increases from 15.10 to 17.78. Indeed, the discussion on the model reliability and the lead-time trade-off depends on the system performance and the acceptable risks for a region. }, keywords = {Flood forecasting and warning system,Reliability assessment,Disaster damage reduction}, title_fa = {سیستم هشدار سیل : ارائه و کاربرد مدلی برای طراحی و ارزیابی قابلیت اطمینان}, abstract_fa = {طراحی براساس روش‌های احتمالاتی یکی از رویکردهای نوین در طراحی سیستم‌های منابع آب می‌باشد. در این مقاله، ضمن ارائه چهارچوبی برای طراحی سیستم‌های هشدار سیل، مدل ارزیابی قابلیت اطمینان سیستم هشدار سیل که قبلاً توسط محققان دیگر پیشنهاد شده، تکمیل گردیده و جزئیات آن به همراه روندنمای کلی مطالعات قابلیت اطمینان توضیح داده شده است. سپس مدل‌های فوق برای طراحی و ارزیابی قابلیت اطمینان سیستم هشدار سیل رودخانه مادرسو واقع در استان گلستان، که در سال 1383 نصب گردیده به کار برده شد. در این مطالعه یک مقطع از رودخانه به عنوان مقطع کنترل، سه منطقه به عنوان نقاط حساس، زمان‌های 30، 90 و 180 دقیقه به عنوان زمان تناوب ‌پیش‌بینی تراز تاج سیل و دو تراز 5/2 و 7/2 متر به عنوان فعال‌گر مؤلفه ‌پیش‌بینی انتخاب گردیدند. کلیه مطالعات برای سه مرحله هشداردهی در ترازهای 3، 5/3 و 4 متر انجام شده است. نتایج به‌دست آمده در این مطالعه نشان می‌دهد با درنظرنگرفتن مسائل اقتصادی و اجتماعی، در میان زمان‌های تناوب ‌پیش‌بینی، زمان تناوب ‌پیش‌بینی 30 دقیقه در هر سه تراز هشداردهی بیشترین زمان پیش‌هشدار را در اختیار تصمیم‌گیرندگان قرار می‌دهد. از سوی دیگر، زمان پیش‌هشدار ممکن برای تراز فعال‌گر 5/2 متر بیشتر از تراز فعال‌گر 7/2 متر می‌باشد. این در حالی است که تراز فعال‌گر 7/2 متــر به علت در اختیار داشتن اطلاعات واقعی کامل‌تر، قابلیت اطمینان بالاتری نسبت به تراز فعال‌گر 5/2 متر دارد. نتایج نشان می‌دهد در زمان تناوب ‌پیش‌بینی 30 دقیقه، افزایش زمان پیش‌هشدار به مدت 28/9 ساعت باعث افزایش تعداد سیل‌های از دست رفته از 10/15 به 78/17 می‌گردد. بحث در مورد مصالحه قابلیت اطمینان و زمان پیش‌هشدار برای هر نقطه عملکرد متفاوت است و تعیین نقطه مطلوب بستگی به شرایط منطقه و ریسک‌پذیری تصمیم‌گیرندگان دارد. }, keywords_fa = {سیستم های ‌پیش‌بینی و هشدار سیل,ارزیابی قابلیت اطمینان,کاهش خسارات بلایای طبیعی}, url = {https://www.iwrr.ir/article_15728.html}, eprint = {https://www.iwrr.ir/article_15728_098053611169f01d378a7ce2c232d5ca.pdf} }
