تخصیص بار آلودگی در رودخانه‌ زرجوب: کاربرد روش‌های گزینش اجتماعی بُردا و تابع چانه‌زنی نَش

چکیده

هدف این مقاله، ارائه یک رویکرد جدید برای تخصیص بار آلودگی به منابع تخلیه‌کننده بار آلودگی در رودخانه زرجوب در استان گیلان است. در تخصیص بار آلودگی به منابع تخلیه‌کننده، علاوه بر رعایت استانداردهای زیست‌محیطی، کاهش هزینه‌های تصفیه بارهای آلودگی منابع آلاینده نیز مطرح می‌باشد. در این مقاله، با شبیه‌سازی فضای مذاکره بین تخلیه‌کنندگان بار آلودگی با کاربرد تئوری چانه‌زنی بازگشتی، تئوری تعادل نش، تابع چانه‌زنی نش و روش گزینش اجتماعی بردا، مطلوب‌ترین سیاست تخصیص بار آلودگی تدوین می‌شود. در این متدولوژی، چندین سناریوی تصفیه برای هر منبع تخلیه‌کننده بار آلودگی در نظر گرفته می‌شود به طوری که ترکیب این سناریوها برای منابع آلاینده، گزینه‌های مذاکره را تشکیل می‌دهند. هر یک از گزینه‌های مذاکره دربردارنده درصدهای تصفیه و به عبارتی، میزان بار آلودگی ورودی هر یک از تخلیه‌کننده‌گان بار آلودگی هستند. در صورتی که به ازای یک گزینه، غلظت متغیر کیفی شاخص در نقطه کنترل از استانداردهای کیفی رودخانه تخطی کند، جریمه‌ای به آن گزینه تخصیص می‌یابد که با استفاده از یک تابع جریمه محاسبه می‌شود. در ساختار پیشنهادی، ابتدا با استفاده از روش چانه‌زنی بازگشتی، یک مجموعه توافق از گزینه‌های مذاکره تشکیل می‌شود. سپس در حالت اول گزینه برتر با استفاده از قانون گزینش اجتماعی بردا و در حالت دوم تعادل نش بین اعضای مجموعه توافق بررسی شده، گزینه(ها)ی دارای تعادل نش انتخاب می‌شود(ند) و در صورت یکتا نبودن تعداد اعضای دارای تعادل نش، گزینه برتر با استفاده از تابع چانه‌زنی نش انتخاب می‌شود. در ادامه،‌ گزینه انتخاب شده توسط این دو روش مقایسه شده، گزینه برتر با توجه به هزینه‌های تخصیص‌یافته به تخلیه‌کنندگان و مقدار تخطی شاخص کیفی از استاندارد، به عنوان مجوزهای تخلیه اولیه به هریک از مذاکره‌کنندگان اختصاص می‌یابد. در نهایت، به منظور کاهش هزینه‌های کل سیستم و در نتیجه، تحمیل هزینه‌های کمتر به تخلیه‌کنندگان بار آلودگی، تجارت مجوزهای تخلیه بین آنها انجام می‌گیرد. نتایج نشان‌دهنده کارایی روش پیشنهادی در یافتن گزینه‌ای است که بتواند مورد توافق نسبی حداکثری همه طرف‌های درگیر باشد و علاوه بر حفظ کیفیت رودخانه، هزینه‌های کل سیستم را به میزان قابل قبولی کاهش دهد.

This papers aims at developing a new methodology for Waste Load Allocation (WLA) to the effluent dischargers in Zarjub river basin in Gilan Province, Iran. In waste load allocation problems, besides maintaining the river water quality, minimizing the effluent treatment costs should also be taken into account. The concept of Nash Bargaining Equilibrium and Borda scoring social choice Method are utilized for finding the best solution among a number of alternatives. Each alternative is a combination of treatment scenarios for the dischargers. These alternatives form a compromise set which are obtained using the Fallback Bargaining Procedure. The methodology introduced in this paper can be considered as a substitute [A1] for the methodology developed in Mahjouri and Bijani-Manzar (2013). To investigate the impact of each alternative on river water quality, the concentration of Dissolved Oxygen in a control point is determined using Transfer Coefficients which are derived from a water quality simulation model. A penalty function is used to calculate the amount of penalty cost assigned to the violations from the standards in the control point. In this research compromise sets were primarily selected among alternatives, using the Borda scoring social choice method. Then, all alternatives in the compromise set were investigated to find out whether they are Nash Equilibriums. If the number of Nash Equilibrium alternatives was more than unity, the Nash Bargaining Function was used for finding the best solution among them. The results of the two mentioned procedures were then compared to select the final alternative based on the allocated costs to the total dischargers and the amount of violation from the river water quality standards resulted from the selected alternative. In the final step, the Extended Trading Ratio System (ETRS) [A2] is utilized for exchanging the allocated amount of discharges to the dischargers which decreased the total allocated cost to dischargers. On the whole, the proposed methodology can find a final solution among a set of alternatives which in addition to maintaining the river water quality condition, can lessen the total treatment costs.
